香港今起制裁菲律賓　艾奎諾仍拒道歉

因2010年香港旅客在菲律賓遭挾持事件，香港政府不滿菲國當局處理方式，香港即日起對菲律賓實施首階段裁制，暫停菲律賓外交或公務護照持有人免簽證訪港14日。香港行政會議成員葉劉淑儀指，這次制裁主要是向菲律賓發出警告，讓對方了解香港政府立場，但要菲律賓現任政府道歉的可能性不高。

面對香港實施首輪制裁行動，菲律賓總統小艾奎諾也首度回應，他宣稱沒打算就馬尼拉人質事件道歉。曾說過「菲律賓文化不會為他人錯失道歉」的小艾奎諾，近日接受美國《紐約時報》訪問時又有新說法，他表示如果菲律賓政府就事件道歉，會引發法律問題。
他還推諉中國政府過去也沒因為菲律賓人在中國傷亡的事故作出賠償及道歉，故這次他也不會就人質事件道歉。
針對小艾奎諾的發言，香港網友反應激烈：「這菲律賓佬不見棺材不掉淚，香港政府又是軟弱無能，當然不理你啦，如果學台灣，即時制裁，立即道歉賠償。」
香港尚未實施的第二階段制裁，包括考慮限制菲律賓遊客訪港，或限制菲傭以外的工作簽證，但如果制裁牽涉菲傭工作機會，則可能激起菲律賓的報復。（大陸中心／綜合外電報導）
